Windows 7 is start to not allow me to reanme a file/folder

as it THINKS the file OR folder is "the action cant be completed because the folder or a file in it is open in another program" and it is not. I go to the Task Manager and STOP almost everything and still complains. About all I have exec is the basic OS and still it complains. Then it will be OK.
I have to close all applications, Explorer..... before it will finally let me rename.

It just started doing this.
My first OS was DOS 1 and the only one i skipped was win 8.

Anyone experienced this before and fixed it?

What is the folder specifically? You could boot to good old dos prompt and do it.

I've found two things that can keep me from changing a file name or deleting a file, in Windows (any version).

One, is that the OS tells me I don't have the permission to access/change the file.

Two is that the file has a 'Read Only' attribute attached to it. ???

So when I set up a new OS, I install a program called "Grant Admin Full Control" (easy to find and download from the internet). With a right click on any file or folder, I can take control of that file and make me the Owner of it.

For the second problem, I right click on the file, and then click on "Properties" and then I can take away the 'Read Only' attribute, apply the change, and the file is MINE!

Finally, I can do what I want with the file.

So stop being a slave to your OS....become its Master!

W7 OS and later ignore the "Read-only" attribute. :mad:
3rd Party file managers ignore it too.

Other programs are restricted by "Read-only" though.
