Windows 7 Keyboard Problem

I'm running Windows 7 and my keyboard was running just fine until a copule of hours ago. I'm using my keyboard on English - United States, it worked fine, but now when I press " or ' it doesn't type it until I press space. If I press " and then a letter it shows up like this ä or á if I press first '.
How do I solve this?

This may work, it may not....

Go to Regional and Language Options:

1. Click the Administrative tab.
2. Under “Language for non-Unicode programs”, make sure that you have “English (United States)” selected.
3. Under “Reserved accounts”, click the “Copy to reserved accounts” button.
4. Click Continue for UAC prompt.
5. Check “System accounts…..” and click OK.
