Solved Windows 7 Laptop installation "Setup is starting services"

I am resetting my windows 7 and there is this message that says "Setup is starting services".I have been waiting for four hours so it can complete but it keeps saying this.I have tried to search the internet for a fix but none of them worked.

Start over using the latest official Win7 installation media for your licensed version provided in http://www.sevenforums.com/tutorials/219487-clean-reinstall-factory-oem-windows-7-a.html#post1839164 and follow those steps closely to get and keep a perfect install.

This time delete all partitions during the booted install. This is explained in tutorial.
