I've uploaded a file - sd9ac.zip - to my SkyDrive at https://skydrive.live.com/?cid=936736bb8fceb92f#cid=936736BB8FCEB92F&id=936736BB8FCEB92F%21796
Please download and save it to your desktop.
Right-click on the saved file and select Extract all...
Save it to the default location
This should create a file test.reg

right-click on the file, and select Merge
Accept the warnings, - you should then get a 'Success' message.
Close all windows, and reboot.

Run CheckSUR again, and post the new CheckSUR.log file.

I was afraid that would happen - we'll have to take ownership of the parent Key and then reset it.

Open Regedit
Navigate to the
HKLM\SOFTWARE\Microsoft\Windows\CurrentVersion\Component Based Servicing\Packages
key
right-click on the key to highlight it and select Permissions
Click on the Advanced button
Click on the Owner tab
highlight 'Administrators' in the box, and click Apply
Click on the Permissions tab
highlight Administrators
Click Edit
put a tick in the Allow/Full Control box and click OK
Click OK again to get back into Regedit
Now attempt the Merge again by right-clicking on the test.reg file

Now we have to get permissions back to where they should be....
right-click on the key name again, and select Permissions
Click on Advanced
There should be two entries for Administrators
Highlight Administrators (with Full Control - not inherited) - make sure that the other Administrators entry with Read permissions still exists!
click Remove
Click on the Owner tab
Click 'Other users or groups'
in the box, type
SYSTEM
and click on 'Check Names'
click OK three times

...and you should be back in Regedit

Close Regedit, and reboot
Now run CheckSUR again, and we'll see how you did :)

OH - B&GG%R!

Let's have a look at the C:\windows\windowsupdate.log and see if it gives me some inspiration, or at least a clue.

also please post the CBS.log file, as it may show errors outside the SFC scan.
