Windows 7 QoS/Limiting

Hi, well im transffering a large file over the LAN and trying to watch a video aswell but obviously the large files are taking up most of the bandwidth...is there any way to get QoS on windows 7 to limit a particular file from only using say 50% of bandwidth so the rest of the bandwidth can be used for something else?

You can only QoS a computer (IP address)...

Unless someone specifies to the contrary...you can't QoS only a file
