Windows 7 Safe Mode Problem

So my problem is -
When I want to go in safe mode I press F8 so i get to the "Advanced Boot Options" menu... the default highlighted options is "Start Windows Normally". When i use the arrow keys to go to the "Start in safe mode" option..its freezed..my arrow keys are freezed and there is 30 seconds timer in the bottom right corner. As the timer goes off..the highlighted options gets selected..and the normal windows 7 is started..and I am unable to select safe mode option.

Please tell me how to solve this problem.
