When I start up my computer, the superbar takes like 40 minutes to actually work. And like right now, I closed a window about 10 minutes ago but the icon is still in the bar. I can't open it up or anything, it's just there.

Help?

EDIT: And when I try to open new windows, they don't appear. It's like it's not refreshing or something.

Could be anything...

Can you run an AV/AS scan of your computer?

Check your video card drivers.

Have you edited any processes in services.msc? Perhaps something isn't starting up with the computer when it should be.

I've ran multiple AV/AS scans on my computer.

They are up to date.

I haven't edited anything in services.msc that I know of.
