Windows 7 taking forever to download files??

IS THERE A WAY I CAN HELP IT GO FASTER? Like what do I need? What do I do? Help me lol ive been trying to fix this stupid laptop for almost a week now. oh and everytime I try to turn off my laptop it stays stuck on "preparing to shut down" . i think.. my laptop is in French idk how to translate it. Also sorry for my bad english and explaination.

What have you tried so far, if anything?

Give these a try, assuming that you have a Windows 7 installation disk or you can boot into Safe Mode.

Boot into the installation disk, goto Repair, launch the CMD window, type in: chkdsk c: /f, press Enter. Check the results for bad blocks and bad clusters.

If there doesn't appear to be any errors then use the CMD window again and type in: sfc /scannow, press Enter.

If you don't have the installation disk, boot into Safe Mode, click Start > Accessories > right click CMD, select Run as administrater, type in what I have put above.
