I'm self employed in computer repair and this issue with updates in Windows 7 began for me last year. Now it seems that EVERY SINGLE Win7 install I do, I have to repair the updates section to even get the first round of updates. This did not used to happen. It happens with the old non-SP1 installs and also the newest installer gotten through the Windows ISO Downloader utility.
Microsoft has to be aware of the problem and it has to be on their end.
I was avoiding having this update headache for a year by installing Win7 and doing the free upgrade to Win10 and THEN talking up Win10 to my customers, telling them they "needed" to do it. I would install Classic Shell and Microsoft Games and show them how similar Win10 is. For added "icing" I would pin the Weather App to their taskbar which often sealed the deal.
Now that the free upgrade period is over, I'm back to fighting this Win7 update thing.
