Windows Boot : goes into black screen and no bios, freezes.

Few days ago i was having trouble logging into windows, it would stop on the loading screen after i enter my login credentials. so i tried fixing it by going into safeboot menu and what not, but i couldn't get in. so i kept hitting the power button after it goes into "starting windows" with the logo and stuff. eventually it turned on black. no 'no signal' but after a bit of fiddling when i boot up, the monitor light up, just nothing is showing. I have tested the memory, gpu, i don't think it's the hdd becuz pc didnt boot up even without it. dunno what the problem is. bios is not showing up, i guess that's the biggest problem.any suggestion is appreciated

On the motherboard there should be a BIOS reset jumper.

Doesn't sound good either a total power failure or cpu is toasted :/
If you have another machine remove the hdd and put it inside a external enclosure and see if the other machine sees the hdd although if no bios at all I'd lean more to the first 2 issues

The HDD was recognized by my other PC. I tried booting without a HDD and it still goes to black screen. Idk what else to do. I might bread board it and just see if I can fix it by taking it apart and build it back. Hit me up with more suggestions, I need as much help as i can get.

Is there a way to test whether CPU or power supply dead

The only test I know of for a power supply is to replace it and dell might be another issue they are pretty anal about which ones might be compatible connections wise

Do the fans or anything come on when you startup ?

Yes everything turns on, lights , etc the monitor gets signal just black screen

Well lets try to shut down and unplug it or remove the battery
Then hold down the power button for at least one minute that will drain any existing power from the mother board.

After that plug it back up and see if it will act any differently :/

standard procedure for a machine that won't show anything at all on the screen is to remove all devices except keyboard, mouse, and monitor (using a different monitor if you have one), and seeing if you can POST. If not, go down to one memory dimm, also try a different power supply, remove video card and go with onboard video if you have it. If you have both a vga and an hdmi port try both. If all of that produces no POST and you now have to just guess what failed, your symptoms imo point to a failing motherboard or power supply.

I used to have CPU usage spiking up to 100 quite often. I'll try to get anothrr power supply to test it whether the psu died or not.

You might try another cpu seems the psu is still working although you might remove and reseat the connection to the mother board while you remove the graphic's card to test with onboard graphic's.

I've tested onboard graphic before and didn't help. My psu power 28 pin or 26 pin that plugs into the motherboard is incredibly tight. Are manufacturers allow to glue stuck the psu cord? I can't get it to move

when you can't get it to move it usually is because of the "lock" clip thing is stopping it

I press the clip, pull up, the motherboard starts to bend upwards with the force.

on mine I can't even disengage the clip by pressing it, have to pry it away. Its insane. They make them way too thick now.
