windows error #1316

im getting this error and i dont have a restore point before the issue. i've looked around on the internet and this is a very common issue but there seems to be no solutions that work for me. i've tried the msfixit install tool to no avail. this is fairly frustrating seeing as how thousands of people have this issue and there is no solution.

Would this be a Microsoft error? , if that's the case give this method a shot.
You receive an "Error 1316. A network error occurred" error message when you upgrade an existing installation to Office 2000 SR-1 Full Install Product

yes its a microsoft error but not when trying to install office.
