"Windows Explorer Not Working" message on Start-up,causes blank screen

I recently received an old laptop that was factory restored from a relative, and started using to play games. Recently, however, I began to receive the message "windows explorer is not working" on startup, and about half the times it would go away and I would be able to use the computer (if i hit cancel a lot of times), and half the times it would just cause the interface to disappear, leaving only the background, and I would have to restart. The error would not pop up when I clicked on a folder, which is different from the problem that others have, and seems to only appear upon startup and when trying to access Event Viewer (however I managed to open it up through "event logs").
So far, I have tried:
-System Restore (dates don't reach far back enough, oddly)
-Uninstalling programs that may cause this (7-zip, etc.)
-Running a anti-virus scan (Malwarebytes Pro)
-Startup Repair
-Sfc /scannow (in both normal and safe modes)
-Memory Diagnostic Tool (RAM scanner)
-Updating Drivers
-Updating Windows
And I think that's it so far. Here is the error I found in the Event Viewer:

I'm not really good at understanding what this means, but I'm assuming theres a problem with a file inside system32, and I don't want to touch the folder without some help and/or guidance. Thank you!

Maybe the best thing to do is to restore it to it's factory new state again and start over.

You can usually do that from the Start Menu or by pressing a Fn key during boot.
