Windows Installer - Every Time Programs Open / Certain Actions

On my new laptop (Win 7 Pro), which is set up the same as my new PC (Win 7 Pro), almost every time I open up a program, I see a quick instance of Windows Installer showing up. Most of the time it doesn't get in the way, but I can tell it slows things down, and it definitely messes with Mozilla Thunderbird when I try to open an email with an attachment. In that case, I have to manually close Thunderbird and its processes to unfreeze it.

But, I see it more than with Thunderbird, so it's not just that program. And I never experience this on the PC. Installed both at the same time and in the same way.

Has anyone seen this?

I know on my system I was getting a popup asking if I wanted to install the progrram, when I double clicked it trying to run it. It was already installed. Installer cleanup fixed it. But it could have been on Vista as it happened several years ago.

Here it is for Vista. It goes to the same page where MS took down the cleanup program:
