windows installer rerun..

Hi !!

My friend has a problem on his laptop installing a software program with win 7 build 7100 currently installed. I have the same build installed and have successfully installed the same program.

He receives the message:

"Error 1723. There is a problem with this Windows Installer package. A DLL required for this install to complete could not be run. Contact your support personnel or package vendor."

Ok.

so here is what we (meaning me) tried so far:

-running other msi files on the computer works fine.

-disabled the "DEIP" (CEIP?) or SQM from administrative tools

-deleting all files in hklm\software\sqmclient\windows\disabledsessions except default.

note: I never found the registry entry where "machinethrottling" should be edited. There was only the default entry in the "disabled sessions" folder to begin with.

I think that is about it. Thanks very much for any input!

I just registered to post this, been sitting reading forums the last 5 hrs.:huh: any input welcome!!

I've been looking for a fix for about 20 hours and nothing works. I think it is because the Windows Installer for Windows 7 is messed up. But there is no update or anything we can do about it... can't believe this...
