Windows Problem

I have windows 7 32 bit and encountered the following problem.I seem to have a bug somewhere not a virus as i scannned with various programs eset kaspersky and such.Pc can not be updated windows as whenever it does it starts normal and home screen open it restarts and continue non stop startup reboot.I must then start in safe mode and restore to a previous one.The screen also on websites give strange characters although as screenshot shows wen copied and pasted in adress bar shows normal.Maybe someone else encountered this format is not a option at present as there is stuff i cant loose.Assist Please?

Please run SURT.bat from here [in your case the 32-bit] => My Useful Batch Scripts and then upload the results using the tutorial at the bottom of the above link [Upload to SevenForums] and someone will look at it for you.
