Solved Windows Update Error Code 800700C1, Hasn't Updated Since 6-17-15

Everytime I try to run Windows Update, it tells me it encountered an unknown error and gives me that code.

I ran SURT, it didn't fix the problem.

I opened an elevated Command Prompt and ran sfc /scannow. It told me that it found corrupt files but it could not correct them. I even ran it in Safe Mode and also at boot and it still couldn't fix the corrupt files. I have attached the log file for that, the CBS log file and the DISM log file. Attempting to run Dism /Online /Cleanup-Image /CheckHealth gave me error code 87.

I have also tried to run the Windows system repair feature on the install DVD but even that was unsuccessful in solving the problem.

I don't have any restore points prior to 6-17-15 when the issue started since they were deleted in an attempt to fix this problem.

I don't have any registry backups prior to 6-17-15 either, although another user was performing registry edits on this laptop and deleted the backups that he created.

I have the correct original System32 file and all of it's contents on my desktop that I extracted from a Windows 7 install DVD that I can use if needed but I am uncomfortable with replacing these files without knowledgable help.

Hopefully this will give you enough information to help me solve this problem.

Your install should also be showing as non-genuine?

Ignore errors produced when clicking on the Copy button - they simply mean that the tool could not create the backup files for some reason. The data is still copied to the clipboard for pasting to your response.

Please also state the Version and Edition of Windows quoted on your COA sticker (if you have one) on the case of your machine (or inside the battery compartment), but do NOT quote the Key on the sticker!

Thank you, I'll try and get that done tonight when I get home from work. In the meantime, this copy of Windows 7 Home Premium OA is what came with the laptop that we bought brand new a few years ago. It's the 64 bit edition that now has Service Pack 1 and Im not getting any messages to register this copy.

Yes, that is normal. If you ever need to re-install W7, you might want to use the key on the COA sticker. It depends on where you get the installation media from. Discs provided by the vendor of the computer often have that vendor's applicable OEM key embedded and you won't have to enter any key.

The key that you are using is the one that Asus uses for most (all?) of it's OEM installations of this version of Windows. If you Google "OEM-8992687-00007" you will come up with other people using the same key (e.g. this post). As mentioned in that post, these types of keys are different. There is no value in hiding them. There is no harm in hiding then either. It is not important to determining the genuineness of the installation.

Your installation of W7 does not seem to have been flaged as non-genuine... but I'll let NoelDP confirm.

Just to confirm: Windows 7 Home Premium is written on your COA sticker. Correct?

The OA stands for OEM Activation (I think) - and means that it should be only sold pre-affixed to a machine from a large manufacturer (such as ASUS).
Yes, that report shows as being fine (a little surprising since one of the damaged files is actually part of the WGA system!)

I'll post a fix for those files later.

I've uploaded a file - 67baa.zip - to my OneDrive at Noel's OneDrive
Please download and save it.

Right-click on the saved file and select Extract all...
Change the target to C:\ and click on Extract
Close all windows (it would be a good idea to print these instructions!)

Now reboot to the Repair Environment - as soon as the machine restarts, start tapping F8 - this should bring up the Advanced Boot Menu, at the top of which should be the option 'Repair my Computer'
Pick that
You'll have to log in with your username and password.

Pick the option to use a Command Prompt
At the prompt type
DIR C:\67baa
hit the enter key - if you get a 'Not Found' error try
DIR D:\67baa
or
DIR E:\67baa

The drive letter in use when you find the folder will need to be substituted (for<drive>) into the following command...

XCOPY <drive>:\67baa <drive>:\windows\winsxs /y /i /s /v /h

(e.g. XCOPY P:\wfire P:\windows\winsxs /y /i /s /v /h )

run the command (it should take almost no time) and when the prompt returns, type
EXIT
and hit the Enter key to exit Command Prompt - reboot to Normal Mode Windows.

Now run SFC /SCANNOW in an Elevated Command Prompt
then reboot and upload the new CBS.log file to your reply

Okay, I have the file on my desktop, but when I right-click it, there is no choice to "extract all". The folder icon does not have the normal zipper graphics on it indicating that the file is compressed, but it will open with 7-zip. Should I highlight it in 7-zip and then click the extract button up top?

Yep - You need to make sure that the resulting folder is C:\67baa and that the folder/s immediately below it aren't also called 67baa (if they are, move the contents of the lower folder into the high folder)

Okay, when I click on "computer", "OS (C: )", the first folder I see underneath the "$WINDOWS.-BT" folder, is the folder named "67baa". Is this the resulting folder you mean?

When I open the folder, there are no other sub-folders named 67baa. There are, however 9 sub-folders, five of them begin with amd64, and four of them begin with x86. Should this be correct?

Okay, the scan is complete and no integrity violations were found but when I try to access the CBS log with file explorer, I get a message stating that access is denied. I know that I was able to get a readable copy onto my desktop last week so I could post it here, but I can't find the instructions on how to do so now. I think I used the command prompt to do this. A little help here? We're so close.
