Windows will not recognize USB hub as high-speed

I have an HP desktop PC with a USB cable connected to my Dell monitor so I can plug in my Bluetooth transmitter into the monitor. When I do this, I get the following message:

"This USB device can perform faster if you connect it to a High-Speed USB 2.0 port..."

If I connect the BT transmitter directly into the tower, I don't get that message. Windows is telling me that my device is not connected to a high-speed port when all ports on the PC and all ports on the monitor are high-speed.

Can anyone tell me if any configuration can be done to my PC so it will recognize a hub that is supposed to be high-speed as high-speed?

Make sure you are using a High-Speed USB 2.0 cable.

Is there any way to identify if a cable is or is not high-speed 2.0?

Check the printing on the cable.

Do you mean to say that all 2.0 cables have (or are supposed to have) "2.0" printed on them?

And if the cable does not have "2.0" on it, it is likely not high-speed?
