Solved Windows won't load past Starting Windows screen

Hello. Sorry if this has already been addressed before but none of the things I've tried myself or online have worked.

Last night I accidentally switched off the power strip my computer is plugged into. Ever since, it won't load past the Starting Windows screen. It even does the little sound that plays when you get to the sign in screen, but my screen remains blank. I can use the computer in safe mode. I've tried a system restore, malware bytes, using the last good configuration etc I'm not sure what else to do. The computer was just given to me the other day so I do not know any of the specs on it. Please help if you can. Thank you.

Does the starting windows screen have animation all the time? Or does it become blank all of a sudden? Is there still a mouse cursor? Or is there a text cursor?

Safe mode works as expected?

It has the windows animation when on the starting windows screen. The mouse cursor still works. It gets past the starting windows screen as if its going to load the log on screen, even does the sound it does when it gets to that screen, yet my screen stays blank. And yes, safe mode is working fine. It's what I'm using right now.

Open device manager:
Click on Start and then click Control Panel.
  • Category View
    1. Click on Hardware and Sound.
    2. Click on Device Manager.
  • Classic View
    1. Click on Device Manager.
Click on "display adapters". what do you see there? Right click on the display adapter (most likely nvidea or ati) and uninstall it.

Uninstall Device and Device Driver skip step 8! Instead do step 9.
Reboot normally afterwards. Post results

It says ATI Radeon HD 5500 series. Before I uninstall, what will that do?

I will install the driver.

Difference between "safe mode" and "normal mode":
safe mode uses a failsafe standard vga driver. Also a lot of services aren't started.

Because safe mode does work, I expect the graphics adapter is the problem. Most likely the sudden cut of power has blown up some chips of graphics adapter(?) So I want you to test with the standard vga driver... just as in safe mode.

Was this computer given to you so it is now your computer?
Or, did someone give it to you to work on, and you are not the owner?

If I got a PC (new owner) from ANYWHERE, I would wipe everything and clean install the OS and all programs.
I would not trust a PC that had someone Else's OS, Programs, data, and who knows what...
I'm the "cautious/paranoid" type - better safe than sorry.

I apologize if I needlessly took this thread off track, but if the OP is going to use this PC for any "personal data", is it wise to use it "as is" ?

Trying to fix the current issue can be a good learning experience, but ...

@David- It was given to me. I'm the new owner. It was wiped before I used it. I'm honestly not sure what happened to it. But thankfully it seems to be fixed. Thank you for your input as well :)

Post #6 and #7 tell you how to install/uninstall the ATI driver. Reinstall the ATI driver.
You are using the standard vga driver orherwise. It hasn't much capabilities and emulates thing in software instead of hardware.
