I have a Vostro 3700 with the same problem. How can you reload or update the BIOS if it has a check to see if the battery is at 10%?!? The battery not charging and showing 0% is the failure! Can you reflash the BIOS another way? Thanks!

Before you mess with the BIOS and mess up your computer, give this a try. == Shutdown the laptop. Unplug cord from wall and laptop, turn over and remove the battery. Turn it over the correct way, open the top and press the Power Switch for 10 seconds. Put the battery back in, plug in cord and boot. Thanks for the reply! Looks like I will have to go with the disassembly to clean the fan out and replace the power cord / connector. Not sure this system is worth all that, but I will post if I find the root cause...
