The easiest way to redirect a hard coded file path is to use a soft link:

http://www.sevenforums.com/tutorials/278262-mklink-create-use-links-windows.html

I used them in Linux decades ago. It makes life easier just for the reason you mention. When the partition I was using to install stuff started to fill up I made a soft link to a larger partition and moved all the stuff over there.

Edit: The directory part of the path is redirected to the larger partition transparently. In most cases the software rerouted using the link never knows anything special happened.

unfortunately the apps that i can't control where to download usually doesn't download in the "downloads" folder, it installs directly in "C:\Program Files" which i want to make a link from to another free partition
apps like this are visual studio and AVA game

I believe MKLINK is your remedy as well. And you just need to overcome the security measures, if you are doing the logic part (paths and folders) correctly.

Are you the admin of the PC? Program Files will need that kind of elevation for at least the folders I believe. (Hmm, never been a regular user, gap in knowledge :p)
Is User Account Control (UAC) enabled? You can try disabling and creating the link, then turn it back on.

Anyway, just some ideas.
