I know of no exceptions to all Windows 7 licenses being interchangeable for either 32 or 64-bit.

Upgrade licenses are locked to 32-bit or 64-bit. Don't know if you even still get them any more.

We help people reinstall to the other bit version here regularly in every Windows 7 SKU.

Any WIn7 retail license can be reinstalled to either 32- or 64-bit, as can Factory OEM (Builder's OEM is retail).

From what I've seen of MAK and Office keys they are also never bit-rate specfic.

Upgrade version is not any longer for sale, true, but the licensing has never changed that I know of.
