Solved Can't do in place repair, scannow doesn't fix problem.

I'm having a massive amount of problems with Windows 7 Ultimate. I figured the only thing to do was an in place repair.
But the CD won't run. I can get it to the start window, then it just hangs and will for hours until I start my computer.
I've tried scannow, but it says it couldn't fix all the files. I have a corrupt NlsLexicons0416.dll

I downloaded a clean one, tried to replace it but Windows refuses to let me take ownership of the files in order to replace it.
I'm out of ideas. I've tried everything I could read on how to replace that file, even tried in Safe Mode.
That system folder isn't having it---it's not going to let me do a thing to it.

My only other option seems to be a fresh install of Windows and I REALLY can't afford to take the time to do that right now. ANY suggestions, help, hexes or spells would be welcome.

Not sure if it did. I downloaded it from this forum. Another person with a corrupt NlsLexicons0416.dll had a thread and one of the responders uploaded the file.

My version of Windows does include service pack 1.
