Error code 9C48 when trying to install IE 11 update

I managed to fix most of the checksur errors (there was 8 in the beginning) on my own but now I am stuck.
Anyway I am on Windows 7 SP1 32 bit, I have run checksur and then sfc and uploaded the CBS folder with the logs.

I've uploaded a file - ca5aa.zip - to my OneDrive at Noel's OneDrive
Please download and save it.

Right-click on the saved file and select Extract all...
Change the target to C:\ and click on Extract
Close all windows (it would be a good idea to print these instructions!)

Now reboot to the Repair Environment - as soon as the machine restarts, start tapping F8 - this should bring up the Advanced Boot Menu, at the top of which should be the option 'Repair my Computer'
Pick that
You'll have to log in with your username and password.

Pick the option to use a Command Prompt
At the prompt type
DIR C:\ca5aa
hit the enter key - if you get a 'Not Found' error try
DIR D:\ca5aa
or
DIR E:\ca5aa



The drive letter in use when you find the folder will need to be substituted (for<drive>) into the following command...



XCOPY <drive>:\ca5aa <drive>:\windows\winsxs /y /i /s /v /h



(e.g. XCOPY P:\wfire P:\windows\winsxs /y /i /s /v /h )



run the command (it should take almost no time) and when the prompt returns, type
EXIT
and hit the Enter key to exit Command Prompt - reboot to Normal Mode Windows.

Now run SFC /SCANNOW in an Elevated Command Prompt
then reboot and upload the new CBS.log file to your reply

That worked OK.

With luck, updates will work now - if not, please post the C:\Windows\windowsupdate.log file.

I am still getting the same error when trying to update. I think I should mention that when I go to Installed Updates through the Control Panel Internet Explorer 11 is listed there and I cannot uninstall the update yet it also shows in my optional available updates.
At this point I'm considering reinstalling windows from scratch :(

I ran SURT once again and this is the output in the log. I just can't seem to find the required package for the repair.

Final note:
I am creating a bootable usb thumb drive to reinstall windows from as I am typing this so I'll go that route.
I appreciate the help even if at the end of the day I could have saved us both time by doing this earlier, thanks again for the effort and I apologize for wasting your time.
