I think most of your problems arise from the WMI failure.
Repair install is a necessity, in my opinion.

You have a readable COA sticker (Certificate Of Authentication) on desktop. Correct? It says win7 home premium ... correct? You can read the product key on the sticker?

What's the problem?

It looks to me as if your installstion is counterfeit.
There is a SLIC table showing for a Toshiba machine nut no other evidrnce that the machine is Tosh.
You need to reformat and reinstall using genuine media matching the OS stated on your COA sticker.
