That's sort of a mixed question.

You can install a gadget that will display how much memory and CPU you are using at any given moment. However, maxing out your memory and CPU is not a good thing. It will freeze your system, waiting for the application to finish.

If you are asking whether windows will allow you to use all of your RAM, then the answer is yes. RAM is used to run multiple applications at the same time. The more you have, the more apps you can run concurrently (example, huge games such as starcraft2 need 1-2Gb of ram to run properly). If your system is using 100% of your RAM, it means either you have way too much stuff open, or you have some sort of memory eating virus. Both of which will lag your computer

Look at it this way....Windows is designed to make use of what is available. So, just leave it alone to it's own devices and it will make use of your hardware.

At the end of the day, if after installing all of your apps and using them as you would normally use them...if your computer is not being fully utilized.....then you simply purchased too much computer for your needs. You could have saved some money and scaled back a bit. of course, the major benefit here is that you have lots of extra processing power for other tasks that might on occasion need this extra bit of power and you likely did everything faster with more horsepower...so all is not wasted.

Windows 7 does a great job handling the Ram. I wouldn't do anything to it. Windows 7 does not need all the tweaks we use to do in older operating systems. You can watch your Ram by typing in resmon in the start/search and notice how Ram is handled. Notice the standby.I surely would not install any program that states it is going to fix you ram. Tweak it in any way. 4 Gigs of ram will meat and exceed most users needs. If for what ever reason you use all that Ram, just add more ram. I'm happy Windows 7 handles the Ram as well as it does.
