Win7 64bit iPhone photo sync can work
I find that if I go to iTunes, with the iPhone connected, and select my phone in the devices and then the Photos tab, I CAN sync my pictures IFF I select "All Folders" (as opposed to "Selected Folders"). So I had to move my 2000+ pictures into about 12 subfolders under one new folder (I call @iPhone) - and selected @iPhone as the one folder to sync. Note that my @iPhone folder is now on a NAS drive. (Not sure this has anything to do with this... but my picture folders to be sync used to be on C: -- and that was when I couldn't sync any pictures at all -- and also when I used to use the "Selected Folders" option.)
So - to recap: move all the pictures to sync in subfolders under ONE folder and select that folder with the "All Folders" options. You may be lucky as I have been. I have restarted to PC, and added some pictures after a first sync, and it still works perfectly.
Oh, and I *did* follow the counsel of our 15 year old friend above! (Using the device manager to reinstall the drivers for the iPhone (found one - one under "Mobile devices" - and then two under "USB connections.")
