Language packs from Windows Update

I had this problem for like a year, I installed a japanese language pack, it worked, but them suddenly the characters became squares, but rarely, the characters are displayed correctly.

The japanese characters are working fine on browsers, but like at the Notepad, Windows Media Player or anywhere else but the browser (Google Chrome) they are just little squares.

I've tried so much stuff to fix this that I actually gave up a long time ago but you people might help me so this is what I've tried:

1. Uninstalling and them installing.

2. Changing the region and language to Japan.

This is all I remember trying, thanks in advance.

There are two kinds of Language Pack - which type are you talking about?
How did you uninstall and reinstall the pack?

The following may help us see what's happening...
we need to see a full copy of the report produced by the MGADiag tool
(download and save to desktop - http://go.microsoft.com/fwlink/?linkid=52012 )
Once saved, run the tool.
Click on the Continue button, which will produce the report.
To copy the report to your response, click on the Copy button in the tool (ignore any error messages at this point), and then paste (using either r-click/Paste, or Ctrl+V ) into your response.
