Mouse only works after restart.

How come if I restart my computer, the mouse works, but if I plug it in any other time, it doesn't work.

How can I fix it without rebooting?!?!

If it's a round plug PS/2 style NO. Get a USB mouse for $5.

It is a USB mouse. If I restart right now and plug it in within a few minutes, it will work. I don't want to restart though.
