Pc switch on after shutdown

im noticing that when i have to switch off pc not from shutdown,it should notice you that pc was not shutdown correctly and it should give you the option to start windows normally,this is not showing,its starts normally,neither i cant start in safe mode.it starts normally.

I cant even do pc to start safe mode.i ghanghed 3 keyboards as i thought is faulty.

I tried speecy and every conponent showed said its working fine.

Friend of mine had a similar issue on an ASUS motherboard.
Turned out the memory was not in ASUS QVL list.

Changing the memory resolved the issue, but playing with memory timings occasionally brought it back.
