Can I reinstall a fresh version of windows 7 from an OEM product key?
I tried downloading Windows 7 ISO but an error popped up:

Yes, but you need the installation media from somewhere.

You can't get it from that link with an oem key.

You are looking for this:

en_windows_7_professional_with_sp1_x64_dvd_u_676939.iso

If you know someone who already has an installation iso , you can make all editions available with the eicfg removal utility.

I don't know anyone that have an installation ISO.

From posts I've read Dell is pretty good at supplying install media.
I would contact Dell and see if they can send an OS install disc.

Right. Here it is. http://www.dell.com/support/home/us/en/04/media It can be used to clean install on any DELL machine that originally came with the same Windows Edition (Home, Premium,Professional, Ultimate etc., installed.)
