I have been battling this problem for over a year now  definitely have some corrupted files after running the sfc / scannow. Unable to install SURT as well.

I attached the files requested.

Thanks in advance!

Since all the failing updates are .NET ones, it's fairly obvious that the problem lies with the .NET 4.5.x install.
I would try simply uninstalling .NET 4.5.1 and/or 4.5, then running the .NET cleanup tool, and then attempting the install of .NET 4.5.2 and updating that.

System is fine

Doing system restore in safe mode because unable to install .Net 4.0 or 4.5.
Can't seem to resolve updates. Downloaded Malicious software May 2015 successfully. But then it still shows up as a new update after reboot. Confused as hell over it.

PLEASE - stick with the script ;)

I no longer know exactly what state your system is in - but from the sound of it, either the MSRT didn't run, or it ran, and crashed.

if the latter, the chances are that you have an infection.

Do you have an Anti-Virus installed? which one? Do a full system scan and report the results.

Windows Installer Service could not be accessed

I have narrowed down the problem and attached 2 files. Windows Installer Service could not be accessed.
I uninstalled AVG and downloaded Avast Free Antivirus. No viruses detected. When I ran Malware-bytes Free it detected 55 PUP files. Those were quarantined & deleted.

That all looks normal - for Windows XP!
It's not normal for Windows 7 (or at least, it's not the same as any of my installs).

Please open an Elevated Command Prompt, and run the following command

REG DELETE HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\msiserver\Enum

Then reboot and try WIndows Update again - do a new Check for updates, and then attempt to install ONLY the oldest found update - what happens?
