Windows 7 STOP: 0x0000007e

Sooo every time i start my computer, it goes past the "starting windows" screen, then it gives me a BSOD.
Every time.

I've tried all the repair options, and tried safe mode, and tried system restore.
None of it works.

It always says STOP: 0x0000007e
Help?

I would love to do that, but it won't even boot safe mode on any setting.
It just blue screens.

Swap video card.

Remove RAM sticks in a logical pattern, testing each stick.

Boot to a Live CD/flash device.

Reseat all internal cards.
