Windows Boot : goes into black screen and no bios, freezes.

New psu, monitor didnt even get signal.

1.) You say the monitor is getting a signal but screen is black. What tells you the monitor is getting a signal?
2.) Possibly the monitor has died. If it is a flat screen, maybe the backlight died. Do you have a flashing cursor?
3.) If your P/C is using a GPU then remove it and see if it comes up with onboard graphics (assuming that the board has onboard graphics), or vice versa maybe the onboard graphics have died and you can try putting in a GPU card. Any cheapo board would work for a test.
