Windows failed to start problem

Are you using WIn7? If so rightclick on the downloaded ISO file to Burn with Windows Image Burner to a fresh DVD.

If not use Windows 7 USB-DVD Download Tool with a freshly downloaded ISO from official source only. I've provided this several times.
 
Yes I know you have, but it said Unable to make it a bootable device with bootsec.

What says that? Can you please be more fully descriptive so we can help you get this going?

If the MS tool won't write to flash stick try Universal USB Installer with Win7 in dropdown menu. If ImgBurn won't work then use WIndows Image Burner to burn DVD.

If these all fail then please explain fully exactly what you are trying to do, what tool you are using, and what else you've tried.
 
Windows 7 usb/DVD downloader, It says all files were succesfully downloaded but it failed to make it a bootable device with bootsec.

If you have any linux cd's (which you can burn easily if you have a second computer) insert it, then get all your important information from your hard drive by using the cd as a "live cd". as what that means is your running an OS on a cd, wait for it to load, it may take a while, but its worth it if you want to get all your information from your hard drive, as soon as you get all your information and etc. Reinstall a clean copy of windows and wipe your drive. If you dont want any of your informtion then just wipe your drive and install windows. Ether way it's no biggy, it happens to the most of us.

OP can't burn or write an installer ISO to DVD or stick no matter what method is given.

What about the Universal USB Installer which works for everyone who's tried it?

Im using img burner with a 700MB blank computer disc and it comes up same result with my computer, it goes to the specs page.

I asked you what download you were referring to here since we'd given you steps to use boot disks to repair Win7 or rescue your files. You never replied.

However if you were trying to burn the installer ISO to CD here then you need to use a DVD because a CD is not big enough.

Please clarify.
