Windows installer Error 1719

Hi everyone. I've been trying to install pinnacle's "Dazzle" usb video capture device driver (model DVC100), but keep getting this:

Error 1719. The Windows Installer Service could not be accessed. This can
occur if the Windows Installer is not correctly installed. Contact your
support personnel for assistance.

I've been on so many forums and even with the pinnacle support crew, which was pretty useless.

I'm running Windows 7 Home Premium on an HP Pavilion dv6 Notebook (64 bit OS)

I've tried several things but to no avail. Has anyone had problems with their Windows Installer? Not sure if it's specific to this device, but more problems with a corrupt Windows Installer maybe?

Thanks to anyone who can help me with this annoyance. I really want to get down to capturing some video!

Hi All,

This is usually caused by three things:
1. Corrupt Windows files (especially Msiexec.exe)
2. Incorrect registry settings
3. Corrupt installaion files

I haven't tried to fix this on Win7 before, so would be good to know if the XP steps work.To fix this:
Open an elevated command prompt (search for CMD in the search box, right click and run as administrator)
When the Administrator CMD window opens, type SFC/SCANNOW
When that is complete type msiexec /unreg to unregister the exe, followed by msiexec /regserver
to re-register it.

Laslty open regedit and navigate to HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\MSIServer look for imagePath on the right and ensure that it points to the correct location of Msiexec.exe

Is the software Win7 Compatible?
- Please right click on the INSTALL EXE and run it as administrator when you install it.
- If you are still having issues change the EXE's compatibility to XP SP3 (by right clicking on it and altering the compatibility tab).
- If you are installing across a network or locally ensure that you have complete permissions.

Lastly, there are some other things that we can change re: compatibility that I'll talk about if the above fails.

EDIT: Something else important -> Make sure that the windows installer service is running by typing services.msc into the run command to open the services window. Then look for 'Windows Installer'. Setting this to manual, means that it will run as required (i.e. when you manually go to install something).

EDIT 2 (I really should stop and think before I post). At the bottom of this KB article are the steps for reinstalling the windows installer. It may be worth a shot if all else fails.

As I'm not a big fan of suggesting registry changes. You can use Google for the 1719 error and it seems that a registry fix as well as trying to download a newer version of windows installer 4.5 redistributable may help. Fabe (edit seens while researching the error yo have been given some other very relative information.)

EDIT: I just re-read this and wanted to add that the command with the /regserver switch does work on win7. :-)

Many thanks for this. It worked a treat and enabled me to install Office 2010. I had tried most of the other suggestions on various forums but none worked until yours. Thanks again.
