IE11 - Can not install uninstall or run

Here's the latest instance of the unsolvable failure to install Internet Explorer 11. It's on a 64-bit Windows 7 machine.

The failure happens in windows update and with a code 66a error and then a 9c47 error.

The failure also happens when preresquite files are updated and installed.
The failure happens after the Windows Update Troubleshooter is run.
The Platform update for Windows 7 SP1 and Windows Server 2008 R2 SP1 already has been installed.

The procedures at Troubleshooting a failed installation of Internet Explorer 11 have been followed.

A separate installation file for Internet Explorer 11 has been tried and failed with no error messages,but the program was not installed.
IE11-Windows6.1-x64-en-us.exe was run twice.
WindowsUpdateDiagnostic.diagcab was downloaded and run

Open the Windows Update troubleshooter - Microsoft Windows Help was run

sfc/scannow was run and found some errors that were resolved.

CHKDSK/F found no problems.

A clean boot was run.

Add and remove Windows features has not worked.

A new user account was started. Still unable to install IE11
When I ran the clean boot and tried installing Internet Explorer, I got this dialog box:"Setup can't continue because a more recent version of Internet Explorer is installed on your computer."

There are files from a failed IE 11 installation in a program files directory on the computer. I looked online and found no information on what to with those files. I could not delete the director because the deletion was blocked by Trusted Installer.

I tried System Update Readiness Tool for Windows 7 for x64-based Systems (KB947821) [May 2014]. It didn't work.

I went into Windows Update and tried removing IE11 there. It failed.

I tried removing the failed IE11 installation usingFORFILES /P %WINDIR%\servicing\Packages /M Microsoft-Windows-InternetExplorer-*9.*.mum /c "cmd /c echo Uninstalling package @fname && start /w pk
gmgr /up:@fname /norestart". It failed.

Please follow the Windows Update Posting Instructions and post the requested data
If the file is too large (8MB compressed), remove the older CBSPersist cab files until the final file is below the limit - you can always post them separately after zipping them. (the forum doesn't allow the upload of bare CAB files, for a number of reasons)

It's not practical to attempt to repair this number of errors manually - I think your best option is a repair install.

I had similar problems on a fresh re-install of Windows 7 64-bit after Windows Update had installed IE 11. Here's what worked for me:


  1. Control Panel, Program and Features, Turn Windows Features On and Off, uncheck the Internet Explorer 11 (notice that it says version 11, not the version 8 that it came with). Restart.
  2. Control Panel, Program and Features, and if you have installed Silverlight as I did, you should remove it as well, separately, and before the next step. (Ideally, remove it before Step 1 if you can.)
  3. Control Panel, Program and Features, but check your updates, and find the update that installed Internet Explorer 11, and choose to uninstall that update.
  4. Control Panel, Program and Features, Turn Windows Features On and Off, turn on Internet Explorer 8 (notice it now says 8 not 11), and it will install itself so that you are back to an older version of Internet Explorer.
  5. Run/open Internet Explorer 8 and configure as desired, and browse to site to confirm it is working properly.
  6. Run Windows Updates to bring IE 8 up to date with fixes, selecting only updates that are not related to a newer version of IE.
  7. Downloaded Internet Explorer 11 64-bit from the Microsoft Web Site (Offline Installer version). Installed okay. Restart needed.
  8. Upon restart, the "Setting up Internet Browser" dialog indicated some errors (per-user settings), but it seems to be functioning fine/as expected.

I doubt VERY much your problems were related, let alone the same.
I have almost never seen the same errors in two different CheckSUR logs - and as a consequence, it's extremely unlikely that what may have worked for you would work for anyone else.
