The Keys are bit-agnostic - they don't care which is installed so long as it's a properly validated qualifying OS/
It's the validation that your system is failing, for some strange reason.

What two programs did it say needed updating?
(it shouldn't make any difference at this stage, unless they actively interfere - as AV and Daemon Tools can do)

TeamViewer6 and Dell Webcam Central were the two.

TeamViewer should be uninstalled, and reinstalled with the latest version (if you ever intend to use it) after the upgrade.
I can't see why Dell Webcam Central should be affected by a change in the edition - but again, uninstall it and replace with the latest version from the Dell site after the upgrade
If you uninstall both now and reboot, does that change the error message from the upgrade at all? (post a new upgrade log)

This must be really frustrating. Anything I would have suggested has already been suggested, so I'm clueless. You must be pretty :mad2: right now.

As I suspected, 1GB of RAM is not sufficient for 64-bit, so unless you plan on upgrading the RAM significantly (i.e. to 4GB) it would actually be a backward step for you to convert to 64-bit.
Starter only comes in 32-bit - so there's no such thing as a 64-bit Anytime Upgrade from Starter to Home Premium (please check exactly which AU your mum bought? - it may be Basic to Home Premium)

TemViewer is still installed, I see
v7 is happily Win7 compatible, and still free (if that's what you're worried about) - although if you have the paid version, you may want/need the extras that it brings, and it looks as if that'll cost big bucks
Please uninstall it and retest - you can always reinstall it if you need it (v6 is still available for download if needed)

@NoelDP i'll check again later when I get home, but it says I can upgrade to the 32 bit Home Premium, Professional, and Ultimate using Windows Anytime Upgrade. That's why I was asking if there were 32bit and 64bit Upgrade Keys. Because if there were my mom might have gotten me the 64bit one instead of the 32bit Key. And I hope you're right. If a staples employee made me have this issue then they lost a major customer..I told him specifically Starter to Home Premium over the phone.

I have Teamviewer 7 and 6 on there, so yea lol. I got this for free, and i'm not wasting my time buying this.

No, there isn't a 32 bit or 64 bit upgrade, because the anytime upgrade has nothing to do with actually installing the OS. The key just "unlocks" the features of the OS. Just like there isn't a 32 bit or 64 bit key for doing the installation - it's the actual installation media that determines if you use 32 bit or 64 bit.

Until that is corrected, it will continue to fail

Unfortunately, every other indicator says that the install IS activated and validated - and I have never seen this situation before.

As I kkeep saying - if you use the Recovery system to get back to an ex-factory state, then the Anytime Upgrade should then work.

No, it's not a waste. You can try to reinstall the OS and the perform the upgrade. There's something seriously wrong with the current install, and that's the only fix that will probably work, as has been indicated on a bunch of other websites when people have this problem during the upgrade process.
